CH 16: Ahaz son of Jotham ruled over Judah in the 17th year of King Pekah's reign in Israel. He reigned 16 years and did not do what was pleasing to the Lord. He was so bad that he sacrificed his own son in the fire. King Rezin of Aram and King Pekah of Israel attacked and tried to take over King Ahaz's kingdom of Judah, but could not conquer him. King Ahaz got help from the King of Assyria (paying him with all the gold and treasures from the Lord's Temple) and they were successful in saving Judah from King Rezin (who got killed) and King Pekah of Israel. King Ahaz's son, Hezekiah, became king of Judah after his father passed away.
CH 17: Hoshea son of Elah began to rule over Israel in the 12th year King Ahaz's reign in Judah. He reigned in Samaria (the capital of Israel) for 9 years and he did what was evil in the sight of God but not to the same extent as the kings before him. The king of Assyria attacked and captured King Hoshea and put him in his prison in Assyria. The people were exiled from Israel as Assyria's king took it over, and the Israelites lived along the banks of the Habor River in Gozan, and in the cities of the Medes. The King of Assyria sent other peoples from many other lands to live in Israel and they lived there many years. This disaster happened as a direct result of the Israelites worshipping other gods for all these past years. They were even doing all the rituals and habits of their neighboring pagan nations; Building shrines in their towns, sacrificing to other gods, burning incense... Again and again the Lord sent prophets to warn them and Judah to turn back to the Lord their God who had rescued them from slavery in Egypt, but they just wouldn't listen. The people had rejected God completely.
The prophets were many that the Lord sent over the years:
Isaiah- one of the greatest prophets who prophesied from 745-685 BC in Judah
Jeremiah- 627 to 580 BC in Judah who was chosen as a young child to be a prophet
Ezekiel- in Judah from 592-570 BC who was one of the captives of Nebuchadnezzar
Daniel- taken captive to Babylon and prophesied 603 to 535 BC (Daniel & the Lion)
Hosea- of Israel 755-725 BC & prophesied to Judah before the fall of Samaria in 723 BC
Joel- of Judah who prophesied about 620 BC but not much is known of this prophet
Amos- of Judah but prophesied also to Israel 767 to 753 BC
Obadiah- about 586 BC of Judah & is his prophecy is only 21 verses long
Jonah- was a Galilean 790 to about 810 BC (Jonah and the Whale)
Micah- of Judah 740 to 700 BC (Jeremiah quoted Micah as well)
Nahum- of Judah about 640 BC
Habakkuk- of Judah was probably was a Temple singer (3:19) about 630 BC
Zephaniah- of Judah about 630 BC so he lived the same time as Habakkuk
Haggai- directly responsible for the resumption of the Temple's rebuilding 520-519 BC
Zechariah- also lived during Haggai's lifetime 520 to 518 BC of Judah
Malachi- 425 BC of Judah / the name literally means "My Messenger" and so it's not clear if this is the prophet's actual name or the name of the book, but most believe it's his name. He is the last of the prophets, and the last book in the Old Testament as well.
